Not a Landmark Part 2...
The Piru Mansion was granted a Certificate of Occupancy in 1983, after the reconstruction following the calamitous fire that burned it to the ground.

The elderly Mrs. Newhall complained to me bemoaning about the disgracefully
slow response by the Ventura Fire Department.
Building and Safety has ISSUED VIOLATIONS and demanded Engineering
and Architectural drawings for two outbuilidings: “the Pump House and
the Pool House” because they were "unpermitted." They were
used as Construction Offices during the rebuilding in 1983 of the Mansion.
It is 23 years later. The pool house is of such prominence it is impossible
to ignore.
No Building and Safety violations can exist when a Certificate to Occupancy
is issued. The two outbuildings which invoked violations were de facto
legalized 1983 when the COA was approved.
The Landmark signature page has been requested by me four times and
Mr. Hocking has admitted verbally it does not exist. I have seen the
page #4, it contains type written text and an indicated place and date
for Scott Newhall and below it Ruth Newhall and is dated 1968. The power
of the government to declare a landmark without the owner’s consent
is illegal, and to enforce landmark codes on The Newhall Estate is a
violation of the owner’s rights.
They never signed and what I see is a Contract- the County of Ventura
with itself. Try cashing a check without signing it.
